Shift patterns and judgement in operational roles

Estimated 2 minute readFor senior leaders1 source

Assess the combination of shift timing, task demands and cover. There is no single optimal rota for every operation.

The performance question

A rota can look balanced in total hours while concentrating difficult tasks near the end of successive nights. Review swaps, overtime, breaks and handovers as well as the published pattern. Employee preferences matter, but cannot replace an assessment of risk.

What the evidence supports

HSE’s fatigue guidance identifies shift duration, timing, rotation, workload and breaks as relevant factors. It says employers must manage risks regardless of willingness to work extra hours, and notes that working time compliance alone is insufficient.[1]

A practical approach

Have a competent safety lead review actual shift records and critical tasks with staff representatives. Check consecutive shifts, overtime, break coverage and shift swapping. Adjust the allocation of demanding work where assessment indicates, provide effective handovers and ensure a worker can raise fatigue concerns without an informal penalty.

How to review progress

Monitor near misses, relief arrangements and actual hours with exposure levels in mind. Review changes after unusual peaks or staffing reductions. Do not label one rota safe indefinitely or substitute a generic fatigue score for understanding the specific work.
